Conclusions:
In the course of the main test, after the reaction zone had spread an initial distance of 30 mm, the flame did not propagate over a distance of 200 mm. Thus the burning rate could not be determined. Therefore Leuco Sulfur Blue 13 is not considered as an oxidizing substance.
Executive summary:

The test item was reduced to a particle size < 0.125 mm by sieving and grinding the remaining fraction.

Before preparing the mixtures the test item was dried at 105 °C, until constant weight was obtained.

The cellulose powder was passed through a sieve with a mesh-size of 0.125 mm.

Oxidiser cellulose-mixtures containing 10 to 90 % weight of oxidiser in 10 % increments were prepared. The pile was formed by means of a mould. The mould was loosely filled with a slight excess of mixture. After dropping the mould once from a height of 2 cm onto a solid surface, the remaining excess substance was scraped off with an obliquely positioned sheet. The lateral limitations were removed and the remaining powder was smoothed. A non-combustible, non-porous and low heat-conducting base plate was then placed on the top of the mould, the apparatus inverted and the mould removed. The test was carried out in a fume cupboard. One end of the pile was ignited by touching with a flame.

In the course of the study burning rate of the test item mixed with a combustible substance could not be determined, because the pile ignited, but the flame did not propagate over 200 mm. Therefore, Leuco Sulfur Blue 13 is not considered to be an oxidizing substance.
