JUSTIFICATION FOR DATA WAIVING
According to column 2 of REACH Annex VII the study does not need to be conducted as the substance to be registered is hydrolytically very unstable. In water, phenylphosphonic dichloride hydrolyses to free phenylphosphonic acid and hydrochloric acid with t1/2 < 60 seconds. The substance reacts violently with water.
The reaction of phenylphosphonic dichloride and water was studied by bringing a small amount of neat phenylphosphonic dichloide into contact with an excess of well stirred water and following the generation of acidic reaction products using a pH electrode. After 60 seconds the pH remained constant at 1.6 (see endpoint study record hydrolysis).
In addition the conductivity as a function of time was measured affter adding phenylphosphonic dichloride to water.
The half life of phenylphosphonic dichloride in water at 23 °C was therefore estimated to be < 60 seconds. Therefore the study for water solublity of phenylphosphonic dichloride is scientifically not necessary.
