According to the REACH Regulation (EC n. 1907/2006) Annex VII, Column 2 the study does not need to be conducted if the substance is incapable of reacting exothermically with combustible materials, for example on the basis of the chemical structure (e.g. organic substances not containing oxygen or halogen atoms and these elements are not chemically bonded to nitrogen or oxygen, or inorganic substances not containing oxygen or halogen atoms). The substance contains oxygen and halogens atoms not chemically bonded to nitrogen or oxygen, therefore the test has not been conducted.

Justification for classification or non-classification

According to the definition set out in the CLP Regulation (EC) n. 1272/2008, oxidising solid means a solid substance or mixture which, while in it is not necessarily combustible, may, generally by yielding oxygen, cause, or contribute to, the combustion of other material. A specific study has not been conducted on the substance but based on the chemical structure the substance is incapable of reacting exothermically with combustible materials, therefore the substance is classified as non oxidising.
