Justification:

According to Annex XIII of Regulation (EC) 1907/2006 a PBT and vPvB assessment shall not be conducted for inorganic substances. Zirconium, acetate lactate oxo ammonium complexes is an inorganic substance (cf. International Union of Pure and Applied Chemistry (IUPAC), (2005): Nomenclature of Inorganic Chemistry. Issued by the Division of Chemical Nomenclature and Structure Representation in collaboration with the Division of Inorganic Chemistry), thus a PBT and vPvB assessment is not required. However, zirconium, acetate lactate oxo ammonium complexes consists of zirconium and ammonium cations and acetate and lactate anions. Acetate and lactate are not persistent, not bioaccumulative and not PBT / vPvB.
