Exposure controls / personal protection

1. Strictly controlled conditions.

The manufacturing is basically an acid catalysed esterification, wherein the generated water is distilled off. The distillation facility consists of a reactor, which is connected by a Brüden pipe to a condenser and a condenser collector. The reactor as well as the condenser collector is de-aerated/purged by means of a pipe to the central adsorption facility of the plant.

1.1. Rigorous containment of the substance
- There is no filling in small containers. The (manufactured) product is pumped directly through a pipe to the storage tank.
- From the storage tank the product is directly pumped to the reactor, where the transformation (consumption of the intermediate) to the subsequent substance (sulfited ester oil) occurs.

Control measures and technologies
- The production reactor is managed/governed by the PLS system (Produktionsleitsystem).
- The concerned recipe and the handling operations are downloaded from the PLS database. Any deviation from the normal course of process events is signalized immediately by alarms on the monitor of the concerned controlling operator. The alerting occurs also if a specific (pre-defined) processing parameter limit is exceeded. All the processing parameters (pressure, temperature, pH, filling level) and the actual procedures can be seen on-site as well as from the PLS database. Furthermore PLP aims to record all these data in its database.

1.2. Procedural and control technologies to minimise emission and any resulting exposure

Sampling during the manufacturing and the transformation of the intermediate
- The sampling during the manufacturing as well as during the transformation step is performed by means of a separate pipe. It is not necessary to open the reactor for this purpose
-The sampling at the end of the manufacturing respectively transformation step is carried out through the manway opening. The local exhaust ventilation installed close to this opening ensures that the operator is not exposed to the vapour that may escape from the reactor during the sampling operation
- The vapours generated during the transformation process are at first treated in an electrostatic vapour deposition device and are subsequently eliminated in the central absorption facility.

Cleaning of the devices and machines
- The reactor of the manufacturing reactor is cleaned in close form. All the emitted vapours are exhausted and conducted to the central absorption facility and are subsequently treated at first with acidic and then with alkaline washing waters. The waste water is conducted directly by a flexible tube in the sewer.
- The vapours during the transformation of the intermediate in the (continuous) sulfitation process are at first filtered electrostatically and then washed with alkaline wash waters.

Storage
- The product is stored in a storage tank, which is aerated/purged to the atmosphere
- The tank is equipped according the VAWS regulation (Verordnung wassergefährdender Flüssigkeiten) with a filling level measurement device as well as with a safety device, which prevails overfilling
- Furthermore the temperature is indicated and monitored. If the actual temperature deviates from the previously specified temperature range the operator is alerted.

Cleaning procedure prior maintenance operations / Opening of the reactor
The special procedures requested for such cleaning operations are stipulated in specific operational instructions. For hazardous operations a permit-based safety system has been implemented. In the permit all the safety measures are specified, for instance the personal protective equipment (PPE).

Documentation of the processes related to a specific substance
- The production is carried out according to the recipe control system and the procedural instructions, which can only be specified and, if necessary, be modified by the plant engineer. Each production is documented in form of an individual batch protocol
- In the procedural instruction is for instance also specified the personal protective equipment applicable for the handling of the substance in question.

Maintenance and control of the facilities
- At least 3 times per day the production staff checks and documents the facility in order to detect as soon as possible eventual leakages at the apparatuses and the pipe connections
- The central workshop performs regularly maintenance checks according to a specified schedule in order to minimize as much as possible defects and production disruptions (preventive maintenance).

1.3. Handling of the substance by trained personnel
- For each operator the requested vocational training is specified depending on his/her activities and handling operations in the plant
- Regularly each operator is instructed about any regulatory requirement concerning the industrial plant safety and the handling with hazardous substances (Directive 67/548/EC)

1.4. Cases of accident and where waste is generated

Disposal of the waste generated during production
The generated distillate separates in two phases. The organic phase (about 5 %) is collected and discharged by means of a combustor. The aqueous phase (about 95 %) is discharged by means of a separate sewer to our own sewage treatment, where it is mechanically cleaned and decomposed by bio-degradation.

Prevention of waste during storage
The storage occurs in a tank used only for this intermediate at a temperature between 40 and 50 °C. Due to this tempering the precipitation of slightly water soluble particles is prevented and consequently the cleaning cycles can be prolonged in such a way that only few cleaning operations per year are necessary.
- The cleaning of the storage tank is carried out according to specific operational instructions. The waste generated during the cleaning of the storage tank is discharged.

Prevention of waste during the transformation (consumption of the intermediate)
The transformation process consists of a continuous sulfitation reaction, wherein the product generated at the beginning and at the end of the process is recycled at the next production. Therefore no waste is generated in the transformation process.





1.5. Management Systems

Reporting
All the deviations from the normal course of events are documented in exclusive shift reports. If an serious defect arise the plant management has to be informed immediately. All the operators are instructed yearly about the current and especially about the updated operational procedures.

Recipe management system
In the recipe all the known physical-chemical properties, the manufacturing and handling procedures as well as the risk management measures are specified.

- Hand protection (EN 374)
For permanent contact gloves made of the following materials are
suitable (Permeation according to EN 374 Part 3: Level 6):
Nitrile rubber (NBR) gloves
The exact penetration time must be obtained from the manufacturer
of the protective gloves and has to be observed. The
determination of penetration times according to EN 374 part III
is not performed under practical conditions. Therefore a maximum
wearing time, which corresponds to 50% of the penetration time
is recommended
