A Member State, or ECHA at the request of the European Commission, can propose restrictions if they find that the risk from the manufacture, placing on the market (including import) or use of a substance needs to be addressed on a Union-wide basis. ECHA can also propose a restriction on articles containing substances that are included on the Authorisation List (Annex XIV).
