Preliminary test:

In three test mixtures with the test item and cellulose 2:1 the flame extinguished after 102 s, 133 s and 170 s. Afterwards the cone smouldered completely down in total times of 190 s, 205 s and 210 s.
Three test mixtures with barium nitrate and cellulose 2:1 burned down completely in 59 s, 55 s and 62 s.
Due to the results of the preliminary test the full test had to be performed.

Main test:

Four tests were performed for the reference mixture (barium nitrrate and cellulose) with 50, 55, 60 and 70 wt.% oxidizer. The results are shown in the following table.

The highest burning rate 1.36 mm/s was found for the mixture with 60 wt% oxidizer.

Mixtures of the test item with cellulose were prepared in 10 %-increments.

Due to the fact that the maximum burning rate of the mixtures of the test item with cellulose was lower than the maximum burning rate of the reference mixture, six tests were performed with the three mixtures with the highest burning rates of 10, 20 and 30 wt.% of test item to verify these values:

The highest burning rate 1.04 mm/s was found for the mixture with 10 % test item.
The maximum burning rate of the mixtures of the test item and cellulose (1.04 mm/s) was lower than the maximum burning rate of the reference mixture of cellulose and barium nitrate (1.36 mm/s).
Due to the fact that the mixture of the test item with cellulose burned slower compared to the reference mixture, it was concluded that the test item demonstrated no oxidising properties.

The test item Clothianidin (Tl 435, AE 1283742), technical substance (batch code: AE 1283742-01-08), has no oxidizing properties in the sense of the European Commission Regulation (EC) No. 440/2008, Method A. 17.

The mixture 10% substance/90% cellulose was the only one where burning speed rate could be determined. For other mixtures (content of substance 20% -90%), the flame either extinguished before reaching the end or the test item was not ignitable.

The test item had no oxidising properties under the test conditions in the sense of EU Method A.17.

Description of key information

not oxidising

Key value for chemical safety assessment

Oxidising properties:
non oxidising

Additional information

The substance demonstrates no oxidising properties in the sense of the European Commission Regulation (EC) No. 440/2008, Method A. 17. It is confirmed by the results of an earlier supporting experiment (EC A.17).

Justification for classification or non-classification

The available data on oxidising properties of the test substance is not sufficient for non-classification according to Regulation (EC) 1272/2008 (CLP). The reason for no classification is "data lacking".
