JUSTIFICATION FOR DATA WAIVING
According to REACh Annex VII / column 2, the study needs only to be conducted if based on structure, surface activity is expected or can be predicted.
The present substance is not intended to be used as a surfactant (i.e. not a desired property), and it does not contain typical groups (such as distinct polar and non-polar parts) indicating that it will have significant surface active properties in solution. Therefore, the study is deemed unnecessary.

Storage conditions of test material: Stored refrigerated (2-8°C) in aluminium bottle. An injection of nitrogen conditions gas is performed into the bottle after each sampling to keep the test item under nitrogen atmosphere during the storage period.

Measurements on reference substances complied with the validation criteria.

First Determination

Mean of 5 stable values = 56.6 mN/m

Second Determination

Mean of 5 stable values = 55.2 mN/m

Temperature: 20.4 - 20.5°C

As the mean surface tensions obtained with trials 1 and 2 differ by more than 0.5 mN/m, a new trial is performed.

Third Determination

Mean of 5 stable values = 55.5 mN/m

Temperature: 20.5°C

Results of determinations 2 and 3 do not differ by more than 0.5 mN/m, so the mean value of 55.4 mN/m is retained for final result.

Conclusions:
According to EU A5 criteria, as the result is below the threshold value of 60 mN/m, the substance is considered to have surface-active potential under the experimental conditions.
Executive summary:

The surface tension of the test substance was measured under GLP according to OECD 115/EU A5 guidelines, using the ring method.

The apparatus was calibrated with a mass.

Three determinations were performed, on three solutions prepared by diluting saturated solutions to 90%. Actual concentrations were not checked. Their surface tension was then determined from five consecutive consistent measurements. The final result was the mean of two consistent determinations.

The surface tension of the test solution (ca 36 mg/L) at 20.5°C was 55.4 mN/m.

Description of key information

According to EU A5 criteria, as the result is below the threshold value of 60 mN/m, the substance is considered to have surface-active potential under the experimental conditions. However, since the structure is not characteristic of a true surfactant, and it is not the intended use of the substance (i.e. not a desired property), this conclusion should be taken with caution.

Additional information

Based on the chemical structure, showing no alert, and considering the substance is not intended to be used as a surfactant, no further data should be required.

However, a fully reliable experimental study, conducted according to a recognized OECD/EC method and under GLP, is available.

Therefore, it is considered as a key study, and the result is retained as key data. It should be noted that actual concentration was not checked, but calculated as 90% expected of the water solubility.
