An argument is presented to justify that 2-Chloropropioninc acid is not oxidising.

An assessment of the molecular structure of 2-Chloropropionic acid was made to determine whether it contained any functional groups regarded as being oxidising. The oxygen balance was calculated to determine whether oxygen is likely to be released upon decomposition.

2-Chloropropionic acid contains electronegative atoms - two oxygen and one chlorine. The oxygen atoms form a carboxylic acid group, which is not regarded as being oxidising. The chlorine atom is bonded directly to the carbon atom, on the aliphatic chain, rendering oxidising properties unlikely.

The calculated oxygen balance for 2-Chloropropionic acid was determined to be -88.47%, indicating the compound has an oxygen deficit. It is therefore unlikely to release oxygen upon decomposition.

Furthermore, 2 -Chloropropionic acid does not contain any of the functional groups listed in Table R.7.1 -29 of the ECHA Guidance document - "Guidance on information requirements and chemical safety assessment, Chapter R.7a: Endpoint specific guidance" which are typically associated with oxidising properties. Therefore, in accordance with subsection R7.1.13.4. of this guidance document it is suggested that the absence of such functional groups is a suitable justification for non testing.

It can be concluded the 2-chloropropionic acid does not possess oxidising properties.
