- Annex XI of Regulation EC No. 1907/2006, Section 1.5, allows grouping of substances and a read-across approach to fill data gaps. This category is based on two principles: common functional groups (benzoic acid and its short-chain esters) for environmental, ecotoxicologic and mammalian endpoints characterized by external point of contact. For mammalian toxicity endpoints characterized by internal dosing (point of contact), the common metabolic/breakdown products of benzoic acid or its salts, and the associated alcohol are used as read-across sources. These categories have been accepted by EFSA and JECFA, as well as by the Cosmetic Ingredient Review Expert Panel.
