The test substance was tested for flammability potential according to the internationally accepted EU method A.10. The test item burned up in a yellow flame but does not show any sign of flammability. Therefore, the test item is considered as not flammable.
Justification for classification or non-classification
The classification criteria given in CLP Regulation EC n. 1272 of 2008, Annex I, Part 2, section 2.7, sub-section 2.7.2.1 is the following: "Powdered, granular or pasty substances or mixtures (except powders of metals or metal alloys — see 2.7.2.2) shall be classified as readily combustible solids when the time of burning of one or more of the test runs, performed in accordance with the test method described in Part III, sub-section 33.2.1, of the UN Recommendations on the Transport of Dangerous Goods, Manual of Tests and Criteria, is less than 45 seconds or the rate of burning is more than 2,2 mm/s."
Regulation EC n. 440 of 2008, Part A, A.10 states: "In order not to include all substances which can be ignited but only those which burn rapidly or those whose burning behaviour is in any way especially dangerous, only substances whose burning velocity exceeds a certain limiting value are considered to be highly flammable." Thus ignition, evidenced by sparks is not an indication of flammability.
The decision logic in Guidance on the Application of the CLP criteria, Version 4.1 - June 2015, Part 2, subsection 2.7.4.5 has the following sequence: "The substance/mixture is a solid >> Screening test >> if Negative >> not classified; The substance/mixture is a solid >> Screening test >> if Positive >> burning rate test ... "
The test substance tested negative to the screening test, thus the burning rate test was not further performed. Based on the above cited regulations and guidance, the test substance is not classified.
