Justification for classification or non-classification

In accordance with Regulation (EC) No 1907/2006, Annex VII, Section 7.13, Column 2, oxidising properties do not need to be investigated experimentally if the substance is incapable of reacting exothermically with combustible materials, for example on the basis of the chemical structure. The structure of the test item has been considered using a method designed to be compatible with EU Method A.21 and a valid and conclusive expert statement is available. As a result, classification of the test material as oxidising under the terms of Regulation (EC) No 1272/2008 is not required. In addition, in accordance with the screening procedures as outlined in Appendix 6 of the Recommendations on the Transport of Dangerous Goods Manual of Tests and Criteria Sixth Revised Edition, the test material does not contain the chemical groups indicative of oxidising properties.
