No classification for eye irritation is considered required for 3% hydrogen peroxide according to Directive 2001/59/EC (adaptation of 67/548/EEC) and Regulation (EC) No 1272/2008.
Executive summary:

An eye irritation test was carried out with 3 % solution of hydrogen peroxide with 6 albino rabbits according to the Federal Hazardous Substances Test - Rabbit Eye Irritation. An amount of 0.1 mL undiluted test material was instilled into the eye of six healthy rabbits. Irritant effects were observed at 24, 48 and 72 hours. The test substance was not irritating to any of the rabbits' eyes. It can be concluded that a 3 % solution of hydrogen peroxide is not irritating to the rabbits eye.
