Interpretation of results:

Conclusions:
The test item has been determined to be not highly flammable as it failed to propagate combustion over the 100 mm of the main test in under 45 seconds.
Executive summary:

The flammability (solids) was determined by measuring the burning rate of test item prepared as a pile of set dimensions. Testing was conducted using a procedure designed to be compatible with Method A10 Flammability (Solids) of Commission Regulation (EC) No 440/2008 of 30 May 2008.

The test item has been determined to be not highly flammable as it failed to propagate combustion over the 100 mm of the main test in under 45 seconds.

JUSTIFICATION FOR DATA WAIVING
In accordance with Section 1 of Annex XI of Regulation (EC) No. 1907/2006 (REACH), it is considered justified to omit the Flammability (Contact with Water) study required under section 7.10 of Annex VII, on the basis that the testing does not appear to be scientifically necessary.  The chemical structure of the test material contains no groups which would indicate potential reactivity with water and in addition, experience of handling the material and the known chemical and physical properties of the substance suggest that it is not flammable in contact with water.

JUSTIFICATION FOR DATA WAIVING
In accordance with Section 1 of Annex XI of Regulation (EC) No. 1907/2006 (REACH), it is considered justified to omit the Pyrophoric Properties of Solids and Liquids study, required under section 7.10 of Annex VII, on the basis that the testing does not appear to be scientifically necessary. The chemical structure of the test material contains no groups which would indicate potential pyrophoric properties. In addition, experience of handling the material and the known chemical and physical properties of the substance suggest that it is not pyrophoric.

Based on the known chemical and physical properties of the substance and its chemical structure, negative results are predicted for the following flammability tests of Commission Directive 92/69/EEC, so it is considered justified to omit them;

Method A12: Flammability (contact with water)

Method A13: Pyrophoric properties of solids and liquids.

The key study (Tremain & Atwal, 2010) was conducted according to EU Method A.10 (Flammability (Solids)) and GLP. A reliability rating of 1 was assigned to this study, according to the criteria of Klimisch, 1997

Justification for classification or non-classification

From the results of the study submitted, and as the substance is predicted to be negative in tests EU Method A12: Flammability (contact with water) and EU Method A13: Pyrophoric properties of solids and liquids based on the chemical groups present. The substance does not require classification under regulation (EC) No 1272/2008.
