Justification for classification or non-classification

Calcium molybdate is void of any chemical structures commonly associated with explosive properties, such as metal peroxides, peroxo-acid-anions, azides, and halogen oxides. Any rapid/violent reaction with oxygen/air can be excluded, since calcium molybdate contains molybdenum and calcium in their highest oxidation states. Further, it is noted that during long-term industrial use of the substance, no observation with regard to explosivity have been made.
