In accordance with Annex VII, Column 2 of the REACH Regulation, this test does not need to be conducted if the substance is incapable of reacting exothermically with combustible materials, for example on the basis of the chemical structure. The Regulation defines examples of such substances as organic substances not containing oxygen or halogen atoms and these elements are not chemically bonded to nitrogen or oxygen. BMI contains oxygen, but the oxygen atoms in BMI are only bonded to carbon, therefore on this basis it is considered that BMI does not possess oxidising properties.

Justification for classification or non-classification
On the basis of an evaluation of the chemical strucutre, BMI is predicted not to have oxidising properties. BMI therefore does not meet the criteria for classification as an oxidising solid under the CLP Regulation.
